lockdep, lib{cpupower,lockdep}-dev: Remove bogus deps on ${shlibs:Depends}
These packages don't contain binaries or libraries. The dependencies on the corresponding shared library packages are specified directly, not generated by dpkg-shlibdeps. This fixes build-time warnings from dpkg-gencontrol.
