[arm64] embed reset drivers to kernel
Reset drivers are tiny and are needed often early in boot. Kconfig selects the drivers automatically with arch specific defaults: config COMMON_RESET_HI6220 default ARCH_HISI So remove explicit driver selections from arm 64 config and let kconfig dependencies handle it for us.
