debian/copyright: Move explanation of indirect linking of perf to OpenSSL
This was originally added to debian/copyright in src:linux-2.6, which was the source for linux-tools binary packages. Obviously it belongs in src:linux-tools now. svn path=/dists/trunk/linux-tools/; revision=20326

The 'perf' tool is dynamically linked with the Python interpreter,
