Unfortunately it is not sufficient to provide virtual packages
that exactly match the ABI name. For example, 'reportbug kernel'
doesn't find the virtual package, and neither do dpkg commands
such as 'dpkg -l linux-image-$(uname -r)'.

For arch-independent packages we don't need these, and the invocations
of dpkg-architecture with empty $(ARCH) result in error messages.

- The value of ppc64 is incorrect for ppc64el (specifically, console=tty0),
rendering the console useless (blank and unresponsive) if no kernel parameters

- It's not needed currently: the kernel correctly autodetects the console
on ppc64el platforms (hvc0 on pseries, hvc0 and hvc1 on powernv).

whose driver is a module, and we don't have an initramfs mechanism to do
that.
