Add support for the nopython build profile, disabling the linux-perf package

Currently we build-depend on the native python (via asciidoc), and on
the host python (via python-dev). As these are not coinstallable it
is impossible to perform a complete cross-build. Until that's resolved,
this will allow cross-building of most of the package with the
combination of the 'cross' and 'nopython' profiles.
(This also sidesteps the issue of perf wanting a multilib compiler.)

The current cross-compiler packages don't set the Multi-Arch field, so
specify that the cross-compiler package must be native, rather than any
architecture.
flex doesn't support multi-arch, and this would require splitting it
(#611230 , #761449 ). Force use of the native package for now.
openssl doesn't support multi-arch but probably easily could (#827028 ).
Force use of the native package for now.
We need the native libssl-dev while building the kernel itself and the
host libssl-dev while building tools for linux-kbuild.
Document the state of cross-building in README.source.

Martin Michlmayr found that userland builds fail if 'uname -m' reports
the native kernel architecture, and that's because we don't explicitly
set ARCH for the headers_install target. That's fine for most cases
of a 32-bit chroot on a 64-bit kernel because a single source
architecture covers both, but arm/arm64 is an exception.
This doesn't make actual cross-builds of userland tools work.

Enable some options used by the Jetson TX1 board. MAX77620 is used
as system PMIC and PCA9539 as I2C GPIO bus expander.
Set I2C=y since this is required by MFD_MAX77620.
CONFIG_GPIO_MAX77620 and CONFIG_GPIO_MAX77620 are not upstream yet
but will be. I'm adding the options now to make the commit cover
everything needed.
This is patched on a patch submitted upstream by Laxman Dewangan.

linux-image: Make a newly installed kernel the default if the package was previously removed

Currently the postinst script distinguishes installation vs upgrade by
checking whether its second argument is empty. However, it will only
be empty if the package was *never* installed before, or was purged.
If the package has been installed, then removed, and is now being
installed again, it's seen as an upgrade.
Unfortunately dpkg only tells the preinst script whether or not this
is an upgrade. So create a flag file there, consume it in postinst
and remove it in postrm.

Change stable-update.sh to be a wrapper for stable-update.
Delete ckt-stable-update.sh; if we need it again in future, it can be

linux-source: Fix up module signing configuration in included kernel config files

Our signing certificate isn't included in the source tarball and would
be pointless to include in custom kernels. Custom kernels also won't
have a separate signing stage. So remove our settings for
CONFIG_MODULE_SIG_ALL, CONFIG_MODULE_SIG_KEY and
CONFIG_SYSTEM_TRUSTED_KEYS. This should cause custom kernels based on
the included configs to follow the upstream default for signing, which
is to use a new key pair for each build.

These are caused by the -Wa,-mfix-loongson2f-jump, which replaces the
"jalr t9" instruction by the "or t9, t9, 0x80000000; jalr t9"
instructions, thus causing an increase in code size.
This is probably the best way to workaround the FTBFS, especially given
that the loongson-2e/2f flavour are likely going to be removed for
stretch.

The primary reason not to build userland tools from src:linux was that
it allowed building with a minimal cross-toolchain and without the
target's glibc development files. In particular, the CI system at
kernel-archive.buildserver.net used such minimal cross-toolchains.
It is been a long time since kernel-archive.buildserver.net was
running, so the original reason for the separation no longer exists.
If we implement CI using similarly limited toolchains again, we can use
a build-profile to exclude userland builds, as these are now well
supported.
This merges the full history of both source packages together,
including in debian/changelog (which looks rather weird). The binary
packages resulting from this merge appear to be functionally the same,
though I can't be certain there's no regression.

hyperv-daemons: Only build the progarams on x86 (fixes FTBFS)

The daemons themselves can be built for any architecture, although on
!x86 they are useless and won't be included in any package. However,
the newly introduced check-hyperv.c include inline assembly which
breaks the build.

[armel/versatile] Enable GPIOLIB (fixes FTBFS)

SMC91X depends on !OF || GPIOLIB, i.e. if OF is enabled then GPIOLIB
must be too. Starting with 4.5, versatile is only supported as part
of a multiplatform kernel. Multiplatform confgiurations always have
OF enabled, so we now need to enable GPIOLIB.
