...
While we're at it, explicitly disable it for mips/octeon and s390.
It's still not explicitly enabled or disabled for sh4.

* debian/changelog: Update.
* debian/config/kernelarch-mips/config
- Add common mips config.
- Disable EXT2_FS and EXT3_FS.
- Set EXT4_FS and EXT4_USE_FOR_EXT23.
* debian/config/mips/defines, debian/config/mipsel/defines:
Use common config.
* debian/config/mips/config.*, debian/config/mipsel/config.*:
Remove EXT2_FS and EXT3_FS.
