Fix URLs for stable changelogs from 4.0 onward
...
The version parsing was fine but we had 3.x hardcoded in the URL.
Assume that each major version gets a new directory from now on.

We abbreviated the suffix for experimental Debian revisions from
'~experimental.' to '~exp' a while back.
