[MERGE] OPW 590300: make some action help texts consistent with the rest of the system

The policy is to have a one-line paragraph with
class `oe_view_nocontent_create` that directs the
user to the create button. There are exceptions
when the action is not supposed to be used to
create new records, in which case the help
text should indicate so.
