- the re-raising of exceptions ignored the "legal" exceptions
(the one used to early abort RPC calls and generate pop-ups)
- re-raising the exception was attempting to re-use the original
exception type but it does not always take only one argument
so it was breaking.

Also improved test and added warning logging when
crossing the precision limit due to too many
significant digits. There is apparently a limitation
in Python's float implementation for this.

the change is not enough as we still want to differentiate between regular osv and osv
that should be wiped from the db from time to time.

- Some logging code moved from netsvc.py to loglevels.py
- Changed imports to use the new openerp module
- config and netsvc initialization calls move to openerp-server.py
- Moved openerp-server.py outside the old bin directory
- Some imports in tools moved inside the methods to break mutual-dependencies
