GPIO: add Marvell Orion/MVEBU SoC GPIO driver

This adds a DT only driver for the GPIO controller found on Marvell
Orion/MVEBU SoCs (Armada 370/XP, Dove, Kirkwood, MV78x00, Orion5x).
