lib/oe/image.py: check the rootfs size against IMAGE_ROOTFS_MAXSIZE

* Check the rootfs size against IMAGE_ROOTFS_MAXSIZE (if set)
* Add comments for IMAGE_ROOTFS_SIZE to not confuse with IMAGE_ROOTFS_MAXSIZE
