libcap: do not pass CFLAGS to gcc

During do_configure(), we modify the BUILD_CFLAGS used
but do not remove the default inclusion of CFLAGS
in BUILD_CFLAGS.  This fix removes CFLAGS inclusion
by modifying do_configure().
