dev-manual: Fixed "recipetool create" example

Fixes [YOCTO #10763]

The final example in the section describing how to create
the base recipe using receipetool create was wrong.  I updated
it to use the -d option in addition to the -o opetion.  I also
changed the description to match appropriately.
