bitbake.conf/qemu: Move QEMU_OPTIONS to qemu.bbclass 

The QEMU_OPTIONS variables belong in qemu.bbclass so move them there. The
only users of them inherit qemu.bbclass. There is no point in pushing
these into every recipe.
