documentation/poky-ref-manual/resources.xml: re-wrote Contributions
The information in the "Contributions" section has been migrated to a "Submitting a Change" section in the YP Development Manual. I re-wrote this section here to simply make a general statement about how you can submit a change and then provided a reference link to the appropriate section in the dev manual.
