bitbake: siggen.py: fix the SignatureGenerator()

If we set:

BB_SIGNATURE_HANDLER = "noop"

Then we would get the following errors:

AttributeError: 'SignatureGenerator' object has no attribute 'taskhash'

This patch fixes the problem.
