- use CUPS_SERVERBIN to configure the CUPS directory
- the removed variables are not used anymore

This problem appears on F17 when configure finds /bin/perl, since the beh
script is a target side script, we need to set PERL in the do_configure_prepend
in order for the correct perl to be used

Disable a few checks, and hard code the values for a few other items
to work around potential host contamination issues. We also default
to the cups configuration for items.

LSB printing test will test a foomatic-rip under cups' directory,
so add it as link when DISTRO is set to linuxstdbase.
