build: Add download capability for external packages
The DPMA and g729a, silk, siren7 and siren14 codecs hosted at

build: Add download capability for external packages
The DPMA and g729a, silk, siren7 and siren14 codecs hosted at
http://downloads.digium.com/pub/telephony/ are now listed in the
