Maximilian Fridrich 51a7b18038 core/ari/pjsip: Add refer mechanism This change adds support for refers that are not session based. It includes a refer implementation for the PJSIP technology which results in out-of-dialog REFERs being sent to a PJSIP endpoint. These can be triggered using the new ARI endpoint `/endpoints/refer`. This directory contains the specification for the Asterisk RESTful
API. The API is documented using Swagger[1]. This is used to not only
generate executable documentation pages for the API, but also to
generate a lot of the boilerplate necessary for implementing the API
with Asterisk's HTTP server.
