ifx: Rework SIM state handling 

When performing a SIM REFRESH, particularly NAA Initialization, we need
to wait until the modem sends XSIMSTATE: 7, not XSIMSTATE:2.  Even on
normal initialization it seems safer to wait until XSIMSTATE:2.
