Use common S1AP library for UERadioCapability
...
- Use S1AP_STORE/CLEAR macros for storing/retrieving UERadioCapability
- UERadioCapability will be stored in UECapabilityInfoIndication
- InitialContextSetupRequest use the stored UERadioCapability
