Add missing kernel-arch and kernel-header-dirs to defines
...
so headers get included. (closes : #336521 )
N.B: I only filled in arches where other's hadn't done so alread.
Please fix if its wrong.

Having CONFIG_GENERIC_PENDING_IRQ on globablly shouldn't hurt any arch/flavour that doesn't have it, and turns it on for those that do, which seems to be the right thing
