Remove duplicate 'flavours: amd64' in amd64 definitions

When an architecture has featuresets enabled, flavours should be
defined per-featureset, not for the architecture. Currently
the amd64 flavour is listed at both levels for amd64 and the
binary packages for (amd64, none) are being built twice!

linux-source: Install kernel config files for linux-image packages

The kernel config files used to be uploaded to
http://kernel.alioth.debian.org/config/ or elsewhere, and people
occasionally request them, but we have no infrastructure to
automatically do that and I rarely remember to do it. These are
presumably wanted as a starting point by people building custom
packages who don't want to download the linux-image package, so
add them to the linux-source-$UPSTREAMVERSION package.
We can already generate all the config files without any
cross-toolchain using the 'setup' target in rules.gen, except that the
'make prepare' command in rules.real will fail. This command is
unnecessary as 'prepare' is a dependency of any build target we use
in our 'build-arch' rule, so remove it.

Anything Debian-specific should have 'Forwarded: not-needed' and
be in debian/.
Anything that could plausibly go upstream (maybe with significant
rework) should have an 'Origin' or 'Forwarded: no' header and
be under bugfix/ or features/.
I haven't worked out what to do with debian/dfsg/; most of those
changes ought to go upstream eventually in some form.

Resolve ABI changes in 3.9.6

The musb, usb-serial and snd-hda-intel changes can all be ignored.
The powerpc machdep_calls change adds a function pointer that's
neither used or implemented by modules, so move it to the end of the
struct and hide it from genksyms.

Fold various EXPERT-only config symbols into top-level config
...
When CONFIG_EXPERT is enabled, various new symbols can be configured,
and some symbols change their defaults! The two flavours with
CONFIG_EXPERT enabled currently reset the latter, but this should not
be duplicated in multiple config files.
Reset another such config symbol, CONFIG_HID_PICOLCD_CIR.
Remove CONFIG_MAC80211_RC_PID=y and CONFIG_MAC80211_RC_DEFAULT_PID=y;
these are completely bogus and are currently ignored (CONFIG_EXPERT
disabled) or overridden (flavours with CONFIG_EXPERT=y).
